The European Commission submitted the requests to other WTO member states in July 2002 as part of the GATS negotiations, but has since then insisted on keeping them secret. The leaked documents (first obtained by Polaris Institute, see

http://www.polarisinstitute.org/gats/main.html) reveal how the European Union is putting pressure on developing countries to open up their services sectors (including drinking water, energy and public transport) for EU-based corporations. The EU has for instance demanded that European water TNCs get further access to the drinking water sector in countries like Bangladesh, Botswana, Brazil, Tanzania and Mozambique. The requests have until now only been accessible to a small number of European Parliamentarians, under conditions of the strictest secrecy.
Also the EU's draft 'Initial Offers', which form the basis for horse- trading in the next phase of the GATS negotiations, were leaked and can be found on the GATSwatch website: http://www.gatswatch.org/docs/offreq/EUoffer/EU-draftoffer-1.pdf The list reveals the European Commission's intention to further open up postal, environmental, telecommunications, distribution (including retail), transport and financial services in the EU for international competition.
